A gas station with a washing area you can drain gray water, but I don't think it's officially allowed. But you can wash the car a little and empty the tank inconspicuously. I wouldn't empty a black water tank though. You can fill up with fresh water

Repsol gas station, let water load and unload both gray and black. It has a shop with a bakery and various things.
